The growing urban challenges, such as traffic, ineffective resource consumption, and hindered communication with citizens, are forcing city authorities to seek out innovative solutions. At the centre of this quest is the concept of the “smart city”- a vision of urban centres that use digital technology to become more pleasant, sustainable, and efficient places to live. However, this vision requires more than just the implementation of new technologies. It requires a well-conceived integration of digital solutions in all spheres of city life and administration.
One of the key solutions for this transformation is the OneCity App, an innovative platform developed in partnership between Hrvatski Telekom and Combis. This application enables cities to manage key city processes in a uniform and scalable manner, while giving citizens simple and transparent access to services.
OneCity App: Digital ecosystem that connect cities and citizens
The fragmentation of services and information across multiple platforms often frustrates citizens and slows the work of city services. The OneCity App, a joint project between Hrvatski Telekom and Combis, resolves this issue by creating an integrated digital ecosystem.
Useful data are accessible to citizens in one place. They have insight into the contracted services with municipal companies, information about invoices, outstanding amounts, and payment methods, reporting issues or filing a complaint, registration for preschools, event information, and filing applications and receiving documents issued by the city. The system can also be integrated with other systems and solutions that are already in use in the city, for building new e-services for citizens and companies, integration into the NIAS and e-Citizen systems, and unifying all the benefits that a smart city offers in one place.
The result is significantly simplified interactions between the city and its citizens, which means savings in both time and resources.
“Digitalisation is an unavoidable step in building modern urban centres, and we want to be a reliable partner. The OneCity application enables more effective management of resources, reduced operating costs, and most importantly, increases the quality of life for citizens.”
Scalability for cities of different sizes
Unlike other solutions on the market, the OneCity App is exceptionally adaptable. Thanks to its modular design and advanced cloud technology, the platform can be adapted for the specific needs of any town – from smaller communities to large urban centres.
Combis has explained that cities can choose to implement only those functionalities that are a priority at that time. This approach reduces initial costs and enables gradual expansion as city needs arise.
This “pay-as-you-grow” model gives cities flexibility and control over costs, which is key for local authorities often faced with limited budgets.
The City of Split, as the first user of the OneCity App platform, is an excellent example of successful digital transformation. Over one year of use of the application, the results achieved were truly impressive:
- 12,000 application downloads, which confirms citizen interest in digital services.
- 19,000 citizen inquires submitted, and resolved in record time.
- 19,000 city invoices paid via the application, thereby reducing administration costs.
Expert partners for digital transformation
The development of this complex solution required synergy between the technological expertise of Hrvatski Telekom and Combis. While HT provides the robust ICT infrastructure and advanced technology, Combis brings many years of experience in application development and the implementation of solutions tailored for the public sector.
“Today progress is not possible without digitalisation. The intention of Hrvatski Telekom and Combis is to successfully connect society with all the opportunities offered by new technologies. We are continuing to innovate and develop new business models to facilitate cities in their digital transformation”.
In this rapidly digitising world, cities have no time to wait. Digital transformation is not only a matter of prestige, but a necessity for resolving key challenges and for improving the quality of living. The OneCity App gives cities a tool to optimise processes, ensuring more efficient management and greater transparency in communications with citizens.
